General Rules for Baseball Leagues
Section 1
1. All baseball catchers must wear a protective cup as part of their
regular equipment.
2. All umpires are to be paid before the game starts.
3. No umpire may be under fourteen years of age in Minor Division (some
league rules require older umpires).
4. Absolutely no persons (players, coaches, scorekeepers, spectators,
etc.) are permitted behind the backstop during play in any baseball or
softball league. Umpires will warn violators and use necessary means
(ejection, forfeiture, etc.) to enforce this rule.
5. Any game canceled or postponed, due to weather only, prior to
scheduled
warm ups shall be made up upon the consent of both participating
coaches.
Each coach is responsible for contacting his respective league
director..
The coach of the home team is responsible for informing his director
and
umpire director for an umpire. Makeup games are to be scheduled as soon
as
possible.
6. At any time the team at bat may use courtesy runners for an injured
player only. The last player to make an out will be the courtesy runner
in
each instance.
7. Eligible players may be moved up one level of competition to play a
game if a team is down to eight or fewer players. The player must play
at
least two defensive innings and may play no more than any other player.
No
player may be called up to play on a date where he/she has a regularly
scheduled game. The player called up may not pitch.
CHARDON BASEBALL LEAGUE
RULES FOR MINOR LEAGUE
GENERAL
Section 2
1. All league games will start promptly at 6:15 p.m., with the
exception
of Saturday or Sunday games. The visiting team will be entitled to the
field from the time they arrive until 5:55 p.m. and the home team from
5:55 p. m until 6:10 p.m. Five minutes is then allowed for field
preparation if necessary. Otherwise the home team can stay on the field
and the game can begin at 6:15.
2. It is the responsibility of the home team to make the field ready
for
play. This consists of placing the bases. The home team is also
responsible for putting away field equipment. The home team will supply
one new and one used ball for each game. The new ball shall be used as
much as possible. The visiting team is responsible for pickup of litter
around the field and emptying the garbage cans into the dumpster bin.
3. A regulation game shall consist of six innings. All games will be
played to conclusion unless halted by weather or darkness. Games
interrupted by weather or darkness shall be treated per regular
baseball
rules; i.e. five (5) complete innings constitutes a complete game. If
this
requirement is not fulfilled, the game will be rescheduled by the home
team on the next available field. Incomplete games due to darkness will
resume at the point of interruption. Incomplete games due to darkness
and/or weather will resume at the point of interruption. MERCY RULE: If
at
the end of four(4) innings (31/2 if home team ahead ) a team is leading
by
15 or more runs, the leading teams will be declared the winner and
constitute a complete game. Any game not made up will be a loss to the
team that does not show on next available make-up date.
4. During each authorized game, every eligible team player is required
to
play a full four innings. Players may be substituted at any time during
the game. Once a player has pitched in a game and is then replaced, he
cannot return as a pitcher. All players must play a combination of
positions in both the infield and outfield with a minimum of 2 innings
played in the infield.
5. A bat-around order will be prepared to include every eligible player
at
the game. If a player arrives after the start of the game, he shall
occupy
the last remaining spot in the batting order. Every eligible player
shall
take his turn at bat whether or not he is playing a defensive position.
Any suspended game must use the original batting order only. If a
player
needs to leave early the batting order is collapsed.
6. The pitching rubber is to be located 45 feet from the back point of
home plate. The bases are to be 60 feet apart.
7. Managers, coaches and players may not direct any verbiage toward the
opposing team, with the exception of short, common pleasantries.
Indirect
affronts of the opposition are also forbidden (i. e. Manager or Coach
to
his batter about opposing pitcher: "He'll walk you, he can't get 'em
over".) Negative comments of any nature will not be tolerated. No
organized chanting, don't say anything to the other team. (Penalty: Two
warnings by the umpire; on third occurrence, forfeiture of the game.
8. If there is a question on a call or play, only the manager may speak
directly to an umpire in the presence of the other manager and the
other
umpire.
9. The home team shall occupy the third base dugout.
10. The manager or coach may warm-up a pitcher between innings, beyond
the
outfield fence on their side of the field in a pitching area.
11. Regulation aluminum or wooden bats may be used. 2 ¼" diameter Max
and
33" in length.
12. Within 24 hours after the end of any regulation game, the manager
of
the winning team is responsible for calling the director with the score
of
the game and will call the News Herald at 951-0000 extension 5 with the
score.
13. Curve balls are not allowed. 1st violation: umpire warning. 2d
violation: ejection ( 2 warnings per pitcher) Offensive team has choice
of
pitch or play - if pitch is rejected = a ball; if play is rejected = no
pitch, and a "do-over."
14. 8-year-olds may be moved up to play a game if a team is down to
eight
or fewer players. No player who is moved up may play more innings than
any
other player on the team. Any player arriving after the end of the
second
inning is not eligible to play in that game. A game may be played with
eight players.
15. Ten players may be used in the field with four outfielders (left,
left
center, right center, right). Only six infielders may be used.
(pitcher,
catcher, 1st base, 2nd base, shortstop, and 3rd base).
16. Both teams are responsible for disposing of any trash left in their
dugout and spectator areas. Managers should remind spectators to
dispose
of litter in the appropriate containers.
PLAYING RULES
1. The infield-fly rule will not be called.
2. On a strikeout, the batter is out and may not advance to first base.
This is a "live ball" situation, and the runners may advance at their
own
risk to another base, excluding home.
3. The steal will begin with the first game of the season. Stealing
home
is permitted under the following conditions; when the catcher is making
a
play at any base, runners may advance at their own risk. But it is
still a
dead ball situation when the catcher is returning the ball to the
pitcher.
No steal can be initiated while the pitcher has the ball and is in
contact
with the pitching rubber.
4. Leadoffs are not allowed. The runner may leave the base after and
only
after the ball is hit or crosses home plate. If a runner leads off too
early, the manager and runner shall he given one (1) warning by the
umpire. If a member of the same team does it again, that runner shall
be
called out.
5. Shoes with metal spikes are not permitted.
6. A courtesy runner may be used when a player is injured. The last
batter
to make an out will be used.
7. If a pitcher hits two batters in one inning or three in a game, he
must
be removed from the game as a pitcher.
8. All players must be in full uniform to play ball. Borrowing is
permissible. Uniforms, hat and jersey, must be items provided by the
baseball organization. No substitute items will be permitted. Full
uniform
is considered a minimum of hat and jersey. Jerseys must stay tucked at
ALL
times.
9. A team will be allowed fifteen (15) minutes after game time to field
eight (8) players. Penalty: forfeiture of game.
10. Any time a play is being made on a player at a base (except 1b),
the
runner MUST SLIDE into the base.
11. During the course of a game, a four run rule will be in effect.
During
an inning, no team will score more than four runs, unless a homerun is
hit
over the fence, in which case all these runs would count. This rule
will
be in effect except for the last inning when unlimited runs can be
scored
and three outs must be made.
..Pitching Rules
1. A player may pitch no more than 2 innings per game. Delivery of a
single pitch constitutes having pitched in an inning.
2. A player once removed, as a pitcher may not pitch again in the same
game.
3. If a pitcher hits two batters in one inning or three in a game, he
must
be removed from the game as a pitcher. NOTE: The batter must make an
attempt to not be hit by a pitched ball.
Tournament team rosters shall be chosen in the following manner:
A. Tryouts will be held on a minimum of two tryouts, consecutive
weekends
preferred.
B. All players who have prepaid league fees in the Minor Division are
eligible to tryout.
C. No player is considered eligible for tournament teams unless he/she
has
attended a minimum of 2 tryout sessions.
D. A panel of available coaches in the Minor Division will be involved
in
both the tryouts and selection of the players on the roster. The head
coach of the tournament team will make the final selection of players.
Any violation of these rules or league rules may result in the
suspension
of the violator per the rules of the CBL rules, regulations, and Code
of
Conduct.
